It seems all those packs are some kind of AIO packs. I am a little bit puzzled though by the sheer number of the larger texture packs you name. Your modding guide is a very interesting read.

Wow, that's quite an answer to my question. What you like best is going to come down strictly to personal aesthetic taste. Much of that is going to be subjective - almost every texture on the Nexus is "better" than vanilla, and in terms of technical fidelity many are equally "the best". Thing is, if you aren't going to use an established mod list or wabbajack, you are setting yourself up for a real rabbit hole to find the "best". You are correct, you can't use ENB with FO4VR. I have a FO4 modlist/guide linked on my profile - if you go to the visuals/textures section, that will get you started with a lot of the better ones.
